    Description:

    The Public Sector Pension Investment Board (PSP Investments) is a crown corporation established by Parliament by the Public Sector Pension Investment Board Act (September 1999). The mandate of PSP Investments is to manage employer and employee contributions made after April 1, 2000 to the federal Public Service, the Canadian Forces and the Royal Canadian Mounted Police pension funds. PSP Investments has recently been given the mandate to manage the employer and employee contributions made after March 1, 2007 to the Reserve Force Pension Fund. Annual net contributions to these pension funds are approximately $4 billion and forecasted net contributions are expected to remain positive for the next 27 years. Assets are invested through in-house and external managers.

    POSITION PROFILE

    CORE ACCOUNTABILITY

    Within Public Markets at PSP Investments, the External Manager Search & Monitoring team currently manages a portfolio of approximately $12 billion. These assets are invested with over 20 external managers, in a variety of traditional and alternative strategies. The Manager, External Manager Search & Monitoring will play a crucial role in managing this portion of PSP’s assets.

    PRIMARY RESPONSIBILITIES

    • Participating in the public market external manager search program, including:
    • Assisting the Vice President and Director in the manager search process.
    • Leading the search process on specific occasions, when requested.
    • Recommending new managers for selection to the Vice President.
    • Assisting in the preparation of manager recommendations to Senior Management and the Board of Directors.
    • Making presentations to Senior Management and the Board of Directors, when requested.
    • Overseeing the funding process for newly-hired managers. Liaise between the external manager and different areas within PSP (Legal, Operations, Performance, Risk, etc.).
    • Assist in the overall portfolio construction decisions.
    • Participating in the Manager Monitoring process, including:
    • Managing relationships with an assigned roster of external public market managers on an ongoing basis concerning issues of performance, risk, positioning, style, organizational changes, etc. Relationships monitored by the incumbent will typically be more difficult than average, due to the complexity of the managers’ strategies.
    • Conduct research as directed, present findings, and suggest action plans.
    • Recommending termination of managers to the Vice President.
    • Presenting termination recommendations to Senior Management and the Board of Directors, when requested.
    • All other activities related to the position. This position requires frequent travel. Completion of specific projects will often require work on evenings and weekends.

    PROFESSIONAL REQUIREMENTS

    Education

    • Post-graduate university degree with a major in finance or a closely related field
    • CFA designation, an asset

    Experience

    • Three to five years experience in a related field, including at least three years in an external manager search & monitoring role

    Knowledge

    • Strong knowledge of financial instruments
    • Strong understanding of investment and operational processes
    • Good knowledge of Microsoft Office applications
    • Bilingual (French/English)
